今回も気になった地獄を紹介するうぅぅ！(# ﾟДﾟ)
10万円の特別定額給付金を市民へスムーズに支給するため、独自のオンライン申請システムを導入した。
三島市は電子申請などの機能を備える静岡県内の自治体向けシステム基盤を使い、独自のオンライン申請システムを3日で開発した。
市民は独自のオンライン申請システムを使う際に、各種書類を撮影した写真画像データを登録する。職員は審査のため画像データをダウンロードして印刷する必要があった。
職員の作業負荷を軽減する切り札として投入したのがRPA（ロボティック・プロセス・オートメーション）だった。
「独自のオンライン申請システムから画像をダウンロードして印刷する」といったメインの機能を杉山主査が開発した。開発期間はおよそ4日。その後、エラーが発生したときなどの例外処理をITベンダーに開発してもらった。
ダウンロードや印刷の作業時間を60～80％程度、給付金管理システムへのデータ入力作業時間を60～70％ほど、人手による作業と比べて短縮できた。
開発したソフトロボは3種類。「独自のオンライン申請システム」「マイナンバーカードを使ったシステム」のそれぞれで印刷などをするものと、給付金の管理システムへデータを入力するものだ。
職員がRPAを使いオンラインシステムを4日で開発！すごい！すごすぎる！公務員にも有能な人材がいたんですね～。こういった人材をもっと自治体に増やして、役所の手続きはオンラインでできるようにしてほしいですね！ただでさえ日本はITで出遅れてますから。
なお、エンジニアは明確な評価基準が無いので給料は上がらない模様…_(:3 」∠)_
